The issue of the Minsk agreements is no longer “on the agenda” of the Russian government. About it the press secretary of president of Russian Federation Dmitry Peskov, declared on February, 22, writes Сentral State News Agency.

He confirmed the media’s assumption that the recognition of “L / DPR” indicates Russia’s actual withdrawal from the Minsk agreements.

“The issue of “Minsk-2″is no longer on the agenda, the issue of security guarantees for Russia comes to the fore”, – Peskov said.

He also declined to comment on a statement by Russia’s envoy to the UN, Vasily Nebenzi, who said at the United Nations Security Council meeting that “recognizing the independence of the L / DPR does not affect the implementation of the Minsk agreements.”

“Here I will refrain from any comments”, – said a spokesman of the Russian president.

In fact, Russia’s withdrawal from the agreements was evidenced by the recognition of the L / DPR. When a week ago the State Duma asked Putin to recognize ORDLO’s independence, he replied that it contradicted the Minsk agreements. But on February 21, the Russian president signed decrees recognizing the “independence” of the “DPR” and the “LPR” – puppet quasi-state entities in the occupied territories of Donetsk and Luhansk regions of Ukraine.

By his decrees recognizing the ORDLO, Russian president Vladimir Putin ordered Russian troops to be sent to eastern Ukraine ostensibly “to maintain peace.” In response, the world community has promised to impose sanctions on Russia and called on Putin to return to the path of diplomatic resolution of the conflict, including the Minsk agreements.

The Minsk agreements were signed by the leaders of “norman four” on February, 12, 2015 on a summit in the capital of Belarus. Signing of the Minsk agreements took place on a background the heavy fights of the Ukrainian army with the Russian army near Debaltseve. Agreements envisaged the complete freezing of fire from February, 15, 2015, taking of heavy armament from the line of collision, liberation and exchange of all captive, leading out of all foreign armed forming from territory of conflict, proceeding in complete control of Ukraine above a state boundary, acceptance of law Ukraine on the special status of separate districts of the Donetsk and Luhansk areas, and also realization of local elections on occupied territories.

The agreements indicated that local elections were to take place after the transfer of control abroad and the withdrawal of foreign armed groups. However, Russia believed that the transfer of border control should take place the day after the “L / DPR” elections. The Russians also insisted on direct talks between the Ukrainian authorities and terrorist leaders.

In essence, the implementation of the Minsk agreements in accordance with the Russian scenario would legitimize the leaders of the “L / DPR” in the Ukrainian political field, which would block Euro-Atlantic aspirations.
